As part of the regional project: Actions for Reducing Inequalities in Education – ARISE, implemented by six countries (Albania, Kosovo*, North Macedonia, Serbia, Turkey and Bosnia and Herzegovina), developed was the document: Guidelines for Educational Policies – Systematic Regulation of Access to Quality Compulsory Preschool Programs in Bosnia and Herzegovina. The aforementioned document was prepared by the Coalition to Reduce Inequality in Education, of which the Agency for Preschool, Primary and Secondary Education of BiH is also a member.

The goal of the document Guidelines for Educational Policies is to inspire educational authorities to make rapid, effective and lasting changes in the area of ​​early growth and development, to ensure quality preschool education and to offer a very clear theoretical rationality and strategic goals with accompanying activities.

The Agency for Preschool, Primary and Secondary Education, at the invitation of the organization COI Step by Step, participated in the work of the Coalition to Reduce Inequality in Education for three years, in the period 2021 through 2024. The aforementioned coalition, composed of representatives of: civil society organizations, schools / preschool institutions, local organizations, civil society organizations, non-governmental organizations, researchers/academic staff, and policy makers, i.e. government representatives, was supposed to bring into the project the specific needs and considerations of their country and provide a multiple perspective to the topic of quality preschool upbringing and education so that the members of the Coalition could process and perceive it from different aspects.

As the problem of poverty and poverty affected students requires a complex and multidimensional approach, the matter was analysed at the country level of each project partners. Also, carried out was an analysis of policy documents and regulations related to equality, conducted were consultations with relevant institutions and experts, and organized were focus groups and interviews with: policy makers, school principals, teachers, school support staff, students, parents, civil society organizations and educational experts. After a comprehensive analysis, it was concluded that a high-quality legal basis for the regulation of access to high-quality preschool programs in Bosnia and Herzegovina is the primary task and general goal of the selected public policy.

We hope this document will reach the educational authorities who have the real power, but also the responsibility to ensure better quality education for every child.
