During March and April 2022, within the project: Improving the quality of education and training in Southeast Europe and Moldova (EQET SEE, quality assurance component), a series of meetings were held in organization of the ERI SEE network. The document: Guidelines and Proposals for Improving (Impact) the External Evaluation of Institutions in Southeast Europe and The Republic of Moldova is the result of joint work of more than 40 relevant actors from quality assurance agencies, state qualifications bodies, vocational training centres, ministries of education and schools. The Agency for Pre-Primary, Primary and Secondary Education is participating in the work of this regional project.
This policy vision document will guide the further activities of the EQET SEE component of the quality assurance project towards improving the quality assurance and external evaluation system in the SEE region and Moldova.
The document contains the following regional conclusions on:
• the purpose of external evaluation in the region of Southeast Europe and Moldova,
• the relationship between external evaluation and internal (self) evaluation,
• improvements to external evaluation needed to improve the culture of quality, and
• recommendations to be observed at regional and national level within the EQET SEE project to achieve improvement.
